Introduction

Thank you for taking the time to view our planning exhibition for the Orangery Lane development, part of the Greenwich Builds programme to deliver 750 new council homes across the borough. These homes will be let to local people on our housing waiting list at genuinely affordable rents , helping to ease the housing crisis affecting our borough.

From 9 November until 18 November 2020, you’ll be able to tell us what you think of our proposals for new Greenwich Builds council homes at Orangery Lane . We are inviting you to give feedback on our plans, so please fill in the survey at the bottom of the page once you have read the overview and accompanying documents. There is an option within the survey to ask us questions , should you wish to do so. The general timeline of the consultation process can be found here.

We will answer questions with a follow up post, so please opt in when asked to receive a notification advising when the answers have been posted.

Video OverviewSite Context

The site is a disused food bank depot located between Orangery Lane and Eltham High Street in the ward of Eltham North, SE9 1HN.

The existing context to the site is of varied use, containing 3 heritage listed buildings, an existing school, retail units and offices. The accommodation surrounding the site is primarily semi-detached housing.

Height across the site varies with building heights ranging from single storey retail units to a 6-8 storey + office block.

Our Proposal

Our current plans are to build 40 new homes at Orangery Lane, comprised of:

  • Two three-bedroom houses
  • 13 one-bedroom flats, one of which will be wheelchair accessible
  • 17 two-bedroom flats, three of which will be wheelchair accessible
  • Eight three-bedroom flats
  • 100+ square metres of commercial space
  • The development also incorporates:

  • Four blue badge car parking spaces
  • 73 long stay cycle spaces
  • Six visitor short stay cycle spaces
  • Private and shared outdoor space including play areas (see 'Outdoor and public spaces' below)
  • Here are the layouts of the proposed homes, by floor. There is cycle storage at basement level:

    Sustainability

    In response to the Royal Borough of Greenwich declaring a climate emergency, all of the new homes at Orangery Lane will be constructed quickly and efficiently using modular construction techniques, and the following sustainable technologies will be incorporated so that all our homes will qualify as zero carbon buildings:

  • High efficiency air source heat pumps and hot water provision
  • Core material sourced from sustainable suppliers
  • High performance building fabric
  • Triple Glazing
  • Photovoltaic system (solar panels) to harness natural sunlight energy to generate electricity
  • Energy efficient Lighting
  • Energy efficient cooling and ventilation system
  • Outdoor spaces and public areas

    Private outdoor space

    There is a total of 671m2 in the form of balconies, terraces and patios associated with individual apartments, giving an average of 16.8m2 per new home. Many of the apartments have double or triple aspects giving a variety of opportunities for accessing usable sunny space.

    Shared outdoor spaces

    Shared outside space is provided in a series of ‘garden courts’ of varying sizes, all of which would be accessible by all residents. In addition to this a roof-top terrace is included on the top of the southernmost part of building B. The provision of a number of different spaces gives the opportunity for different types of activity to take place in different spaces. The total area of the shared amenity space is 230m2.     Improvements to public areas

    In addition to the amenity described above, there is further provision of amenity space in the form of a new public square and visual enhancements to Merlewood Place with new trees and planting totalling 514 m2. You can see an artist's rendering of this new square below.

    Play spaces

    In addition to the shared amenity, 360m2 of space has been allocated to play of different age groups, broken down into 176m2 for 0-4years old, 137m2 for 5-11 years old and the remaining 100m2 for 12-18 years old, which will be provided off-site.
